Two Chinese Nationals, Malaysian Accuse Internal Affairs of Illegal Arrest, Detention

A group of two Chinese nationals and a Malaysian has threatened to take legal action against officials from the Citizenship and Immigration Control at the Directorate of Citizenship and Immigration Control (DCIC) in ministry of Internal Affairs over what they termed as illegal detention.

In a May , 22 letter through their lawyers of Kibazo Associates Wu Jingzhen, Chao Lili -all Chinese nationals and Peck Lok Hin a Malaysian national say on April, 3, 2026, they were arrested and detained on charges which upto date have never been communicated to them.

They say that they were subsequently released on police bond and have at all times complied to the bond conditions.

“However, on May, 20, 2026, when our clients reported for routine bond, the said bond was abruptly cancelled and they were re-arrested  and detained. No explanation has been provided for the cancellation  of the bond and our clients haven’t been produced before any courts of law,”lawyer Nasser Kibazo said in the petition.

“As of the date hereof, our clients have been in detention beyond the mandatory 48 hours prescribed by law without being presented before court.”

The Chinese and Malaysian say this is unlawful ,unconstitutional and in blatant violation of their fundamental rights.

Demands

In their petition also copied to President Museveni, Chief of Defence Forces Gen Muhoozi Kainerugaba as well as the Chinese  embassy and Malaysian consulate, the trio want to be released immediately on bond or be produced before courts of law.

“Take notice that should this matter not be addressed immediately, we have firm instructions to institute appropriate legal proceedings without further reference to your office. We trust that your office will treat this matter with the urgency and seriousness it deserves,” the lawyer for the group said in the petition to the Directorate of Citizenship and Immigration Control.

When contacted for a comment, Simon Peter Mundeyi the Ministry of Internal Affairs spokesperson said that he was not in office at the time and didn’t have information about the matter.
